Σύμφωνα με τις νέες διατάξεις, η αποκοπή από το δίκτυο κεντρικής θέρμανσης του κτιρίου με απόφαση της απόλυτης πλειοψηφίας των συνιδιοκτητών της πολυκατοικίας επεκτείνεται σε όλες τις περιπτώσεις κατά τις οποίες το υπό εγκατάσταση νέο σύστημα θέρμανσης στην πολυκατοικία ή τη μεμονωμένη ιδιοκτησία είναι ενεργειακά αποδοτικότερο του υφιστάμενου.
Παράλληλα, με τις νέες διατάξεις ρυθμίζεται η διαδικασία σύγκλησης της συνέλευσης συνιδιοκτητών με θέμα τη λήψη απόφασης για την αλλαγή του συστήματος κεντρικής θέρμανσης ή την αποσύνδεση μεμονωμένης ιδιοκτησίας από το σύστημα κεντρικής θέρμανσης του κτιρίου.
